It's that age-old issue of whether it's wise to not turn to professionals and to instead allow owners to perform tasks around your community.

The issue has come up in response to a reader's question. The issue is individual homeowners becoming state-certified pool operators. The idea is that they can conduct daily pool chemical testing and maintenance for the community so the HOA can save the $95 per hour rate it would incur when the community's maintenance manager is unavailable.
