An HOAleader.com reader who made it through Hurricane Ian wants to know how they can be better prepared for the next emergency—since a huge burden fell on the condo president. "I'd like to create a team and assign some of these responsibilities to volunteers who are owners to divide up all these responsibilities," our reader explains.
Given the increased risk of weather events across the country—from tornadoes to hurricanes, from fires to floods—this sounds like a really smart idea. In this week's tip, our experts reveal that some of their clients are thinking along the same lines.
This is exactly what a community in California has done to be better prepared for a wildfire or other disaster, reports Daniel Zimberoff, CCAL, a partner at Zimberoff Deutsch in San Diego, who represents dozens of condo and HOA owners in California at any given time and is the author of Avoiding Homeowner Wars.
The main goal was to ensure that all the community's residents—particularly the most vulnerable—were included if an evacuation became necessary. "This community was predominantly healthy and primarily living in single-family homes," explains Zimberoff. "But one of the main reasons my client did this was to make sure vulnerable people would be taken care of in a natural disaster.
"The first step they took was to canvass the community to find out if there were potentially vulnerable persons, either because of age or disability," he states. "As they've done that, they've explained that, if the person responds affirmatively, they'll use that information only for this purpose—in an emergency. In other words, the message was: You don't have to give this information to us. But if you do, we'll use it only for emergency planning.
"The point is that you first have to have consent of your members to gather the information you may need," notes Zimberoff. "You want to make sure you have the consent necessary to include your residents in this planning.
"Then they came up with a whole plan, a kind of a matrix," he notes. "It covered who the primary persons would be as far as notice in the event of an emergency and how information would be promulgated. Then, if there's an evacuation, who are the primary, secondary, and tertiary persons to help the vulnerable?"
