Another Colorado HOA is in the news because of frustrated owners, and in this week's tip, we wonder whether the board should rethink a plan to charge owners for passes to park on their own street.
The situation arises because an HOA has presented to its owner a new plan to charge them to park overnight on the HOA's streets. Permits will be granted weekly or daily, and towing is planned for noncompliance.
The community is the Cityscapes at Highline HOA in Littleton. According to Denver7, an email from the HOA notified residents that in August or September the board would begin implementing a paid parking program for overnight parking on a street owned by the HOA. Residents must pay an annual, weekly, or daily permit fee or risk being towed.
According to the report, the HOA president says there are 53 homes and 23 street parking spaces. Nearby apartment residents also park their vehicles on the HOA's street. In an interview with the reporter, the HOA president said the program was being considered, and is not final yet. The president added that revenue generated could be used for road repairs.
Challenges like this are typically avoidable. "This sounds like I'm blaming the homeowners, but everybody bought into that community knowing what they were buying into," states Brad van Rooyen, founder and senior member of Tampa, Fla.-based HomeRiver Group and its national specialist for community association management, which operates more than 230 association in three states.
"When they toured the property, they should have seen there was limited parking," he adds. "You can't rely on statements from your real estate agent about parking. Potential buyers need to find out for themselves: What do the documents say about parking, including on the street?
"This clearly stems from what we see all the time—people are using their garage for storage and not for vehicles," says van Rooyen. "Or if you buy a home with a garage that can have only one vehicle and yours is too large, you have to find an alternative parking spot for that vehicle.
"Looking at the video with the new report, those are multi-story townhomes that don't have aprons," he explains. "And there's not much space from one garage to another. You can easily see that street parking isn't going to be the solution."
