In this week's tip, we get you started on a search for possible free funding for your condo and HOA projects.
Yes, we said free money. For instance, Kansas City has awarded $390,000 in grants to about 15 HOAs. These 2025-2026 grants were awarded for a wide range of projects, including mulching, watering trees, repaving sidewalks, installing tree wells, and planting native plants. Grants were also awarded to provide neighborhood signage, mapping, and branding, and for a block party.
“We deal with both Kansas and Missouri, and we do see grants,” says Doug Luther, executive director of Homes Associations of Kansas City in Prairie Village, Kansas, which provides accounting, admin support, and advice to member HOAs. “It's not all the time, but we'll see that some cities will provide grants to HOAs to do different things.
“Over the years, I've seen communities get grants for neighborhood events, to throw block parties or ice cream parties,” he explains. “I've also seen other situations where a community was able to replace or rehab its entry markers or install some statuary on traffic islands.”
“Grants are huge here in Colorado,” reports Melissa Garcia, a shareholder at Altitude Community Law PC in Lakewood, Colo., who provides advice and counsel to Colorado associations in all areas of community association law. “We have statutory grants as well.”

Is This a Thing? HOA Manager Insists Only They Can Call to Have Cars Towed
An HOAleader.com reader raises many points in a question on the discussion board. Here, we address one: Could this manager be right that a board doesn’t have the legal or contractual authority to call to have a car towed if the car is in violation of a 15-minute parking limit or to remove a rusted-out clunker with no license plate?
